1972: In the aftermath of the Agnes flood, the Commonwealth allocated funds to provide flood recovery services to persons 65 and older. This marked the opening of the first Senior Citizens Offices in Union and Snyder counties—delivering outreach, information and referral, homemaker, chore, minor home repair, and private-car transportation services.
In 1974, the Federal Older Americans Act (followed by the Pennsylvania Act of 1978-79) mandated that priority be given to meeting the needs of persons aged 60+ who have the greatest needs and the least resources. The specific categories to be served include: the poor, physically and mentally disabled, those isolated or living in a rural area, those living alone with no family or friends to help them, those over age 75, and minorities. Later that year, the Union-Snyder Area Agency on Aging was established by joinder agreement between the two counties. Services were extended to all persons 60 and over. Title VII nutrition funds sponsored the opening of six senior centers on weekdays—each offering hot noonday meals plus activities. Vans transported older people to the centers, and Home-Delivered Meals were taken to the homebound. What follows this milestone year is, as they say, history.
